| Title: High Density Airports; Allocation of Slots | |
| Abstract: This action codifies the provision of the U.S./Canadian Bilateral Agreement, which was signed on February 24, 1995, with the current provisions of the High Density Rule. The agreement allows for a three-year phase-in period to "Open Skies" between the two countries. Service between the two countries would convert from international service to domestic service. To achieve the mandate, Canadian carriers have been allocated additional slots that would be subject to the restrictions currently mandated for domestic operations of U.S. carriers. This rulemaking is significant because of substantial public interest. | |
