Title: ●Prohibition Against Certain Flights Within the Tripoli (HLLL) Flight Information Region (FIR) 
Abstract: This action prohibits flight operations within the Tripoli (HLLL) Flight Information Region (FIR) by all: (1) U.S. air carriers; (2) U.S. commercial operators; (3) operators of U.S.-registered aircraft, except operators of U.S.-registered aircraft that are foreign air carriers; and (4) persons exercising the privileges of an airman certificate issued by the FAA, except when such persons are operating a U.S.-registered aircraft for a foreign air carrier. The FAA finds this action necessary to prevent a potential hazard to persons and aircraft engaged in such flight operations.
