Abstract:
In December 2022, the FAA’s Civil Aviation Registry deployed the Civil Aviation Registry Electronic Services (CARES). By September 2025 CARES will be fully deployed and replace the Registry Modernization Services as the system of record. CARES will allow the registry to accept online applications and issue certificates via email, rather than deliver printed certificates through the mail. Applicants for aircraft registration and dealer certificates will continue to have the option to receive paper certificates upon request. Current regulations are causing inefficiencies and will create additional inefficiencies after CARES becomes the system of record. This rulemaking will eliminate the inefficiencies of regulations requiring the Registry to print paper aircraft registration certificates and mail them to aircraft owners. |
