Title: ●Space Launch and Reentry Licensing and Permitting User Fees 
Abstract:

Section 40004 of the One Big Beautiful Bill Act, Pub. L. No. 119-21 (codified at 51 U.S.C. 50924), directs the Secretary of Transportation to impose space launch and reentry licensing and permitting user fees pursuant to a specified fee schedule. While section 40004 is self-executing, there are several requirements associated with how these fees will be collected that must go through notice and comment rulemaking.
