Title: ●Federal Motor Carrier Safety Regulations; Requirements for Operators of Small Passenger Carrying Commercial Motor Vehicles 
Abstract: In this action, the FHWA is proposing to amend the Federal Motor Carrier Safety Regulations (FMCSRs) to require that motor carriers operating commercial motor vehicles (CMVs) designed or used to transport between 9 and 15 passengers (including the driver) for compensation, file a motor carrier identification report, mark their CMVs with a USDOT identification number and certain other information, and maintain an accident register. This action is in response to the Transportation Equity Act for the 21st Century (TEA-21). In a separate action, the FHWA is adopting the statutory definition of a CMV found at 49 USC 31132 to be consistent with sec. 4008(a) of TEA-21, but is exempting the operation of these small, passenger-carrying vehicles from all of the FMCSRs, pending the completion of this rulemaking.
