This rule is needed to adjust the annual registration fees for the Unified Carrier Registration (UCR) Agreement established by 49 U.S.C. 14504a. The adjustments are anticipated to be requested by the UCR Plan in accordance with the statute which requires the Plan's board of directors to request an adjustment by the Secretary of Transportation (Secretary) when the annual revenues collected are either insufficient to provide the revenues to which the participating States are entitled or exceed the maximum allowed. The Secretary is required to provide notice and an opportunity for public comment on the requested adjustment. The adjusted fees would be in effect for registration years beginning with 2026, until a new fee is established by a later rulemaking.
