Title: Commercial Driver's License Standards; Incorporation by Reference of a New State Procedures Manual. 
Abstract:

This rule would incorporate by reference the expected updates to manuals published by the American Association of Motor Vehicle Administrators (AAMVA). FMCSA would amend its rules to update the current incorporation by reference, including the State Procedures Manual (SPM) for the Commercial Driver’s License Information System as referenced in 49 CFR 384.107.
