Title: ●Entry Level Driver Training (ELDT) Program for Strengthening Certification Requirements of Training Providers
Abstract:

The purpose of this rulemaking is to strengthen the standards for initial and continued listing on the Training Provider Registry. The Federal Motor Carrier Safety Administration (FMCSA) implemented its Entry-Level Driver Training Program on February 7, 2022, and FMCSA has identified instances of non-compliance among certain training providers listed on the Training Provider Registry (TPR), which undermine the integrity of the Entry-Level Driver Training Program (ELDT). Training providers that fail to comply with the requirements of 49 CFR part 380 undermine confidence in the ELDT program, create an uneven playing field for providers that follow the rules, and underscore the need for stronger oversight and enforcement. Strengthening the ELDT program will establish higher standards for entry, require training providers to maintain compliance to remain listed, and ensure the removal of those who do not meet program requirements.
