Title: ●FMVSS No. 121, Air Brake Systems, Response to Petitions for Reconsideration  
Abstract: This rulemaking would address petitions for reconsideration received by NHTSA to a July, 2009 final rule that reduced stopping distance requirements for truck tractors and other heavy vehicles. The petitioners have suggested that the new stopping distance requirements for truck tractors that can't achieve a top speed of 60 mph may not be achievable and that unique braking systems would need to be developed. NHTSA has conducted additional testing at these lower speeds and would make slight adjustments to the stopping distance tables as needed. With these adjustments we believe truck manufacturers would not incur any additional costs over and above the costs associated with installing improved braking systems as indicated in the July 2009 Final Rule. That is, they would not need to make further vehicle modifications or build special systems to meet the stopping distances from lower initial test speeds.
