Title: ●FMVSS No. 108 Exterior Lamp Visibility Reconsideration  
Abstract: This rulemaking would address petitions for reconsideration of 2004 final rule. NHTSA published a final rule in August 2004 which among other actions was intended to harmonize the exterior lamp visibility requirements in the US with the requirements of the European Union. A petition for reconsideration stated that our rule failed to accomplish this for motorcycles. The agency has evaluated the issue including the intent of the 2004 final rule to reduce the inefficiency created of our regulations conflicting with those of other world markets. We believe this rulemaking is a no costs action and has unquantifiable benefits in the form of certification and compliance testing for motorcycle manufacturers.
