Title: ●Modernization of Federal Motor Vehicle Safety Standard (FMVSS) No. 135 to Accommodate ADS-Equipped Vehicles 
Abstract:

The standard identified for amendment in this rulemaking assumes a human driver and requires manual controls for compliance with the standard. This update will address the applicability of the standard for vehicles equipped with ADS that lack manually operated driving controls. The updates will be developed to maintain the level of safety performance required by the standard. This RIN will update the light vehicle brake systems standard (FMVSS No. 135) to except ADS-equipped vehicles without manually operated driving controls from the requirements for physical brake controls that presume a person is driving the vehicle. These vehicles, however, would still be required to comply with all other aspects of the braking standard.
