Title: State Action Plans; Highway-Rail Grade Crossings 
Abstract: This rulemaking would require the top ten States with the highest grade crossing collision averages for the past three years to submit State-specific grade crossing safety plans to the Federal Railroad Administration. It will also provide guidance and assistance for the development and implementation of these plans. FRA had published a direct final rule in the Federal Register and received one adverse comment regarding the direct final rule. This rulemaking replaces the withdrawn direct final rule.
