Title: Amendments to Locomotive and Passenger Equipment Safety Standards 
Abstract:

This rulemaking proposes to amend FRA’s mechanical equipment safety standards and blue signal protection standard.  The proposed changes include clarifications and updates to FRA’s (1) Steam Locomotive Inspection and Maintenance Standards (including clarifying and improving steam locomotive reporting requirements and testing and inspection requirements); (2) Brake System Safety Standards (including clarifying the Class III brake test and train brake tests using yard air); (3) updating existing passenger equipment rules, including rules for single car tests and class I brake tests to be consistent with industry standards; and (4) updating FRA’s statement of agency enforcement policy on blue signal protection in the Railroad Operating Practices, appendix B with a focus on changes in railroad operational methods and to incorporate existing FRA guidance.
