Title: Hazardous Materials: Safety Requirements for External Product Piping on Cargo Tanks Transporting Flammable Liquids Wetlines (MAP-21) 
Abstract:

The rulemaking would amend the Hazardous Materials Regulations to prohibit flammable liquids (wetlines) from being transported in unprotected product piping on existing and newly manufactured DOT specification cargo tank motor vehicles. The GAO completed an audit on wetlines-related issues and published the final report on September 11, 2013. PHMSA is analyzing the safety and economic impacts associated with a final action based on GAOs findings. Based on the findings of its analysis, the agency will withdraw the proposed rule.
