Abstract:
This rulemaking action would update PHMSA’s regulations governing the identification of the zone around pipelines vulnerable to significant impact on persons and property (the potential impact radius/circle, or PIR) by (1) amending the existing calculation of the PIRs for gas pipelines in 49 CFR part 192 and (2) introducing within 49 CFR part 195 a methodology for determining PIRs for highly volatile liquid (HVL) and carbon dioxide pipelines. |
