Abstract:
This rulemaking action would update PHMSA’s regulations governing the identification of the zone around pipelines vulnerable to significant impact on persons and property (the potential impact radius, or PIR) by (1) amending the existing calculation of the PIRs for gas pipelines in 49 CFR part 192 and (2) introducing within 49 CFR part 195 a methodology for determining PIRs for highly volatile liquid (HVL) and carbon dioxide pipelines. |
