Title: Expanding Access to Rate Relief, EP 665 (Sub-No. 2) 
Abstract:

The Board sought comment on procedures that could comprise a new rate reasonableness methodology for use in very small disputes, which would be available to shippers of agricultural products and all other commodities.  On March 28, 2018, the Board issued a decision waiving the prohibition on ex parte communications in this proceeding. In September 2019, the Board issued a decision seeking additional comment, including whether to close this proceeding. On November 15, 2021, the Board issued a Supplemental Notice of Proposed Rulemaking in which it made a supplemental proposal in another docket (EP 755) while proposing to close this proceeding.
