Title: HOME Investment Partnerships—Improving Performance and Accountability; Updating Property Standards and Instituting Energy Efficiency Standards (FR-5234) 
Abstract: The Cranston-Gonzalez National Affordable Housing Act of 1990 authorized the HOME Investment Partnerships (HOME) Program, an affordable housing block grant under which funds are allocated to States and units of local government by formula. The program has been funded each year since 1992. This rule would amend HOME regulations to implement performance standards and require more timely housing production. The rule would also update the property standards to incorporate green building techniques and energy-efficiency standards for HOME-assisted units.
