Abstract:
This final rule amends HUD’s Section 3 regulation to clarify the definition for Section 3 business concern, to correct an omission, and to make non-substantive updates and minor technical and grammatical edits. As written, the definition for Section 3 business concern creates a circular definition by using the term Section 3 worker. This rule replaces that circular definition by replacing the term with the statutory requirement that workers be low-income or very low-income workers. This final rule also updates the list of certifications that can be provided for a Targeted Section 3 Worker to include a YouthBuild participant. |
