Title: ●Establishing Flexibility For Implementation Of Work Requirements And Term Limits in HUD- Assisted Housing Programs (FR-6520) 
Abstract:

This proposed rule would provide Public Housing Agencies (PHAs) and Section 8 project-based rental assistance (PBRA) owners with the ability to implement work requirements and lifetime limits for work-able adults in public housing or receiving certain tenant-based or project-based rental assistance. The proposed rule provides that PHAs and PBRA owners may implement work requirements and term limits for work-eligible adults but may do so only after completing certain implementation procedures and subject to existing statutory limitations. Under the proposed rule, PHAs and PBRA owners may consider failure to comply with work requirements as a basis for termination of assistance. Likewise, PHAs and PBRA owners may set a lifetime limit on the benefits an individual can receive and may use an individual’s crossing of this lifetime limit as a basis for termination of assistance.
