| Abstract: On November 2, 1992, the Department published a final rule amending the regulations on the Real Estate Settlement Procedures Act (RESPA) to address new statutory provisions. Included in the 1992 rule were provisions that allowed employer-employee payments for referrals of customers to entities that provided settlement services, and in certain situations, might have encouraged steering through the use of computer loan origination (CLO) operations. Serious objections have been raised to both provisions. As a result, the Department has issued a proposed rule that reviews these provisions. | |
