Title: Proposed Regulation for Homeownership Education, Counseling, and Foreclosure Intervention Standards (FR-5339)  
Abstract: HUD's Housing Counseling Program provides, through HUD-approved counseling agencies and State Housing Finance agencies, counseling to individuals seeking information about financing, maintaining, renting, or owning a home. As part of HUD’s ongoing efforts to professionalize the Housing Counseling Program, HUD is proposing a rule that would make standards on homeownership education, counseling, and foreclosure intervention mandatory. HUD participated in the development of the National Industry Standards for Homeownership Education and Counseling, which currently are voluntary standards for the industry. The National Industry Standards for Homeownership Education and Counseling offer a minimum basis for providing and evaluating quality homeownership and counseling. Through incorporation by reference, HUD would like to make these standards enforceable and obligatory on an industry-wide basis.
