Abstract:
This rule proposes to revise HUD’s eligibility requirements for mortgages covering manufactured homes at 24 CFR 203.43f, from one-family dwelling structures to align with amendments in the Manufactured Home Construction and Safety Standards (MHCSS), which now allows up to four-family dwelling structures, and to rely on the Model Manufactured Home Installation Standards (Model Installation Standards) for foundations. FHA mortgage insurance is generally available for one-to-four-unit dwellings. The current limitation for manufactured homes aligned with the previous MHCSS but was not intended as an additional restriction, just a recognition that only one-family manufactured homes were HUD-code compliant at that time. Now that multi-unit manufactured homes may be constructed within HUD-code standards, and properties up to four-units are allowable with the FHA program, the acceptance of multi-unit structures is necessary to support housing supply. Reliance on the Model Installation Standards is necessary to recognize the most current industry standards, which are maintained by HUD in consultation with the Manufactured Housing Consensus Committee (MHCC). |
