| Title: Housing Trust Fund Program (FR-5246) | |
| Abstract: The Housing and Economic Recovery Act of 2008 (HERA) establishes a Housing Trust Fund. Section 1338 of HERA directs HUD to establish and manage a Housing Trust Fund, to provide grants to states for use to increase and preserve the supply of rental housing for extremely low- and very low-income families, including homeless families; and to increase homeownership for extremely low- and very low-income families. HERA charges HUD to establish, by July 2009, and through regulation, the formula for the distribution of the Housing Trust Fund grants to States, and to follow that rule with one that implements the Housing Trust Fund program requirements. Consistent with that charge, HUD published a proposed rule to establish the allocation formula on December 4, 2009. HUD published the second proposed rule to establish the program regulations that will govern the Housing Trust Fund on October 29, 2010. Consistent with HUD's prior agenda descriptions regarding this rulemaking, HUD will issue a single final rule for both of these proposed rules. | |
