Title: Homeless Emergency Assistance and Rapid Transition to Housing: Emergency Solutions Grants Program, Continuum of Care Program, and Rural Housing Stability Program (FR-5398)  
Abstract: This rule continues HUD's implementation of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act). This rule follows HUD’s earlier rule that proposed the definitions of "homeless," "homeless individual," and "homeless person," that will be used throughout these programs. The two rules will be combined at the final rule stage.
