Abstract:
HUD's HOME Investment Partnerships Program (HOME program) provides formula grants to States and units of local government to fund a wide range of activities directed to producing or maintaining affordable housing, both homeownership and rental housing. This final rule revises the existing HOME program regulations to streamline or modernize certain project requirements, including those related to Community Housing Development Organizations, property standards applicable to homebuyer acquisition projects, small scale rental housing projects, community land trusts, homebuyer resale, and allowable rents for units receiving rental assistance. In addition to HUD’s request for comments in the Federal Register, HUD developed this final rule with input received from the public during a series of six listening sessions HUD held on June 12, June 13, June 17, June 18, June 25, and June 26, 2024. Attendees included HOME participating jurisdictions, nonprofit and for profit developers, property management companies, national nonprofit organizations, low-income advocacy organizations, and tenant rights organizations. HUD conducted short presentations on the content of the rule, including the specific solicitations of comment from the proposed rule, and listened to public comments and questions. |
