Abstract:
This proposed rule would make changes to HUD’s regulations implementing the Continuum of Care Program established in Subtitle C of Title IV of The McKinney-Vento Homeless Assistance Act. This proposed rule would increase flexibilities for Continuums of Care to address substance use disorder and behavioral health barriers to stable housing. The proposed rule will seek to strengthen the role of state or local governments in Continuums of Care. The proposed rule will also improve cost effectiveness and remove burdensome requirements for the operation of Continuums of Care and Continuum of Care Program funded projects. Likewise, the proposed rule will seek to strengthen outcome-based assessment and funding of projects to reduce homelessness and increase health and self-sufficiency of participants. |
