Abstract:
This proposed rule would make changes to HUD’s regulations implementing the Emergency Solutions Grant established in Subtitle B of Title IV of The McKinney-Vento Homeless Assistance Act. Given the length of time and experience both HUD and recipients have had with these interim regulations, HUD is proposing changes to its current Emergency Solution Grants Program regulations. Among other things, these reforms will remove burdensome restrictions on street outreach, shelter, and supportive service spending, allow/require supportive service participation in shelters, and remove requirements mandating that ESG recipients consult with CoCs. |
