Title: ●Conversion of Public Housing to Vouchers (Tenant-Based Assistance) (FR-4476) 
Abstract: This rule will begin the process to implement section 533 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA) (Pub. L. 105-276) which allows PHAs to convert any public housing project owned by the PHA to tenant-based assistance if after conducting a conversion assessment the PHA determines that conversion will not be more expensive than continued operation of the project, will benefit residents, and will not adversely affect the availability of affordable housing in the community. Every PHA must conduct, and submit to HUD, a conversion assessment no later than two years after the effective date o the Act.
