Title: Capital Fund Program (FR-5236) 
Abstract: This rule will establish the full regulatory framework for the Capital Fund Program, which provides assistance for the capital and management improvement needs of public housing agencies (PHAs). This proposed rule combines and streamlines the former legacy public housing modernization programs, including the comprehensive Grant Program (CPC), the Comprehensive Improvement Assistance Program (CIAP) and the Public Housing Development Program, including mixed-finance development, into the Capital Fund Program (CFP). This rule will replace and remove several other rules that currently govern a PHA’s use of HUD assistance, including part 941--Public Housing Development and part 968--Public Housing Modernization.
