Title: Revisions to PHA-Owned or Leased Projects--General Provisions (FR-5096) 
Abstract: This rule would revise HUD's regulations in 24 CFR part 965 to conform these regulations to recently enacted statutes that address the wide-range of subjects covered by the regulations in part 965. These regulations address the following topics: Wage requirements, insurance, integrated pest management, lead-based paint, energy audits, energy performance, contracts, metering, utility allowances, conversions/residents, surcharges, surcharges relief, physical conditions, and fire safety. The Department is also proposing to make changes in support of asset management, related to insurance and HUD-determined wage, and other related issues.
