Title: Establishment of Federal Home Loan Bank Minority Census Tract Housing Goal 
Abstract:

The proposed rule is withdrawn.  Section 10C of the Federal Home Loan Bank Act (12 U.S.C. 1430c) requires the Director to establish annual housing goals for mortgage purchases by the Federal Home Loan Banks (FHLBanks), if any. This proposed rule would have amended the existing FHLBank housing goals regulation to establish a minority census tract goal for the FHLBanks. FHFA established a similar minority census tract sub-goal through 2021 amendments to the Enterprise Affordable Housing Goals regulation at 12 CFR part 1282.
