Title: NASA Grant and Cooperative Agreement Handbook, Delete Requirement for U.S. Citizenship 
Abstract: This rule revises the NASA Grant and Cooperation Handbook at 14 CFR 1260.12(B)(2) and 1260.12(B)(3)(iii) to delete the requirement for U.S. Citizenship in order to receive direct support under education and training grants. The rule is needed because the current language is in error. NASA should not have imposed a U.S. Citizenship requirement because there is no underlying statutory requirement for same, and it is impossible to restrict benefits of training grants, such as web information or public library programs to only U.S. citizens. The recipient of the grant must be a U.S. Citizen, but everyone who receives a benefit from the grant does not have to be a U.S. citizen.
