Title: NASA Grant and Cooperative Agreement: Change Procedures for Letter of Credit Advance Payments 
Abstract: Pursuant to the authority of 42 U.S.C. 2473(c)(1), Public Law 97-258, and 96 Stat. 1003 (31 U.S.C. 6301, et seq. This rule revises the NASA Grant and Cooperative Handbook at 14 CFR 1260 to revise the process for grant and cooperative agreement recipients to request advance payments through letters of credit and to reduce the time period during which NASA may suspend or reduce payments due to delinquent financial reporting by the grant or cooperative agreement recipient.
