Title: NASA FAR Supplement, Award Fee 
Abstract: This rule revises the NASA FAR Supplement, part 1816 to align with FAR changes made by FAR Case 2008-008, final rule published in FAC 2005-46 in the FR on September 29, 2010. The FAR rule links award fees to acquisition objectives in the areas of cost, schedule, and technical performance; clarifies that a base fee amount greater than zero may be included in a cost-plus-award-fee type contract at the discretion of the contracting officer; prescribes narrative ratings that will be utilized in award-fee evaluations; prohibits the issuance of award fees for a rating period if the contractor's performance is judged to be below satisfactory; requires COs to a risk and cost-benefit analysis and consider the results of the analysis when determining whether to use an incentive-fee type contract or not; and prohibits the rolling over of unearned award fees to subsequent rating periods. All of these changes result in corresponding changes to NASA's award fee coverage at 1816.
