Additional Information: A prior rule entitled Earned Value Management (EVM) was previously published under RIN AD29 at 71 FR 66120 (Nov 13, 2006). The publication was an interim rule and was immediately effective. It was never finalized. A second rule entitled Earned Value Management was initiated in 2009, and has been identified by RIN AD29 all during the development process. The second rule is separate and distinct from the first, but because they were both entitled Earned Value Management (EVM), and because the first rule was never officially closed, the rules have become co-mingled and both have been repeatedly reported as actions associated with RIN AD29. This current action is to open a new RIN 2700-AD74 to identify the second EVM rule. RIN AD29 will be closed out through the publication of a final rule on the first EVM action.
