Title: NASA Grant Handbook, Payment of Profit and/or Management Expenses on Cooperative Agreements 
Abstract:

This rule extends the current prohibition against paying profit under grants and cooperative agreements to commercial entities to other educational institutions and nonprofits. Payment in excess of cost to any entity under a grant or cooperative agreements is inconsistent with the intent or purpose of a grant or cooperative agreement. The revisions to this rule are part of NASA's retrospective plan under Executive Order 13563, completed in August 2011. NASA's full plan can be accessed at: http://www.nasa.gov/open.
