Title: Non Procurement Rule, Suspension and Debarment 
Abstract: This proposed rule amends 2 CFR 1880 to extend coverage of nonprocurement suspension and debarment to all-tier procurement and nonprocurement actions under all grants and cooperative agreements. Part 1880 prohibits the award of grants and cooperative agreements from offers that propose sub-awards to firms or individuals on the Excluded Parties List Service. This rule will prevent appropriated funds going to any firm or individual that is excluded from doing business with the Government. The revisions to this rule are part of NASA's retrospective plan under Executive Order 13563 completed in August 2011. NASA's full plan can be accessed at: http://www.nasa.gov/open.
