Title: National Space Grant College and Fellowship Program 
Abstract: This direct final rule amends 14 CFR 1259 to make nonsubstantive changes to update office titles and correct citations, and to align with the updated NASA Grant and Cooperative Agreement Handbook currently under development. Part 1259 establishes the policies, responsibilities, and procedures relative to the National Space Grant College and Fellowship Program established by title II of the National Aeronautics and Space Administration Authorization Act of 1988. The revisions to this rule are part of NASA's retrospective plan under Executive Order 13563, completed in August 2011. NASA's full plan can be accessed at: http://www.nasa.gov/open.
