Title: Removal of Delegation of Administration Procedures 
Abstract: This rule revises the NASA Grant and Cooperative Agreement Handbook to remove delegation of grant administration procedures which are not regulatory in nature and should not be in the regulation. Delegation of administration procedures will remain in the Grant Handbook as nonregulatory instruction.
