Title: Notice and Assistance Requirements 
Abstract: The Department of Veterans Affairs (VA) is amending its regulations governing VA’s duty to provide a claimant with notice of the information and evidence necessary to substantiate a claim as required under 38 U.S.C. 5103(a). The purpose of these changes is to clarify when VA’s duty to notify a claimant of how to substantiate a claim for benefits arises under 38 U.S.C. 5103(a), the responsibilities of claimants to substantiate a claim, and the effect of various actions of the parties relating to substantiating a claim.
