| Title: Paralympics Monthly Assistance Allowance | |
| Abstract: VA will be establishing regulations for a newly created benefit (the Paralympics monthly assistance allowance). Title VII, section 703, Public Law 110-389, the Veterans Benefits Improvement Act of 2008, provides the majority of rules for this new benefit and specifies that the amount of the allowance shall be equal to the monthly amount of subsistence allowance that would be payable to the Veteran under chapter 31 of title 38 and that the Secretary shall give priority for this allowance to Veterans with service-connected disabilities. Additionally, the law authorizes up to $2 million for this new allowance for each of fiscal years 2010 through 2013. This regulation will have an economic impact. The Department of Veterans Affairs FY 2010 budget has a separate line item of $2 million appropriated for this allowance. The outyears through 2013 will also have this $2 million budget request. If approved for each of the four fiscal years, VA payments for this allowance could reach as high as $8 million. The allowance will be used to provide economic incentive to enable Veterans to train for positions on the U.S. Paralympic Team. | |
