Title: Loan Guaranty: Implementation of Statutory Updates, Electronic Reporting of Loans & Funding Fee Payment Methods, Extension of Certain Funding Fee Waivers, and Delegation of Authority 
Abstract: This document amends the Department of Veterans Affairs (VA) loan guaranty regulations to incorporate provisions of the Veterans Benefits Improvement Act of 2004, the Housing and Economic Recovery Act of 2008, the Veterans' Benefits Improvement Act of 2008, the Veterans' Benefits Act of 2010, and the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012. These provisions pertain to changes to the maximum VA home loan guaranty amount for certain construction and purchase loans, the indexing of the guaranty amount to the conventional conforming loan (CCL) limit, the enhancement of regular refinancing loans, the extension of adjustable rate mortgage authority, and the exemption of certain active duty service members and surviving spouses from paying a funding fee in connection with a VA-guaranteed home loan. In addition, technical changes are being made in order that certain regulatory provisions will refer directly to statutory requirements, which may periodically change, and a minor reference has been amended to coordinate regulatory text across multiple sections. Finally, a change is being made to correct an oversight in the delegation of authority to exercise the powers and functions of the Secretary with respect to the guaranty or insurance of loans and the rights and liabilities arising from there with respect to the operations of the guaranty or insurance of loans.
