Title: Automatic Waiver of Initial Agency of Original Jurisdiction Review 
Abstract: The Department of Veterans Affairs (VA) proposes to amend the Appeals Regulations and Rules of Practice of the Board of Veterans' Appeals (Board) to provide the Board with the ability to initially review evidence submitted to VA by an appellant or his or her representative in certain circumstances. VA also proposes to amend the Board's Rules of Practice to clarify its procedures where a request for a change in representation, request for a personal hearing, or submission of additional evidence is received after an appeal has been certified to the Board. The purpose of these amendments is to implement section 501 of the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012, and to clarify ambiguities in existing regulations.
