Title: Veterans Transportation Service 
Abstract:

The interim final rule will create regulations that govern the Veterans Transportation Service (VTS). VTS was initiated in 2010 as part of the Secretary's Transformation initiative, but VA's Office of General Counsel determined in 2012 that VA lacked authority to operate the program.  Congress provided 1 year of authority for the program on January 10, 2013.  The interim final rule defines who is eligible to receive benefits, describes the types of transportation available, and describes the application process for eligible persons.  It also rearranges Part 70 to include this program, in addition to the current regulations on beneficiary travel and special mode transportation.  VA's budget assumes this program will continue operating into the foreseeable future.
