Title: Aggravation Definition 
Abstract:

The Department of Veterans Affairs (VA) amends 38 CFR 3.306 and 3.310 to more clearly define aggravation in service connection claims.  The new definition incorporates interpretive guidance from case law; inclusive in this definition is the requirement of permanent worsening.
