Title: Referral for VA Administrative Decision for Character of Discharge Determinations 
Abstract:

The Department of Veterans Affairs amends 38.619 to add a subsection that clarifies that NCA will request a VBA administrative decision to determine whether a statutory bar applies under 38 U.S.C. 5303 and implementing regulations in 38 CFR 3.12.
