Title: Commemorative Plaques and Urns 
Abstract:

The Department of Veterans Affairs (VA) revise its regulations to implement new statutory authority to furnish commemorative plaques and urns for certain veterans whose cremated remains are not interred. This final rule is necessary to administer the new benefits, which were authorized by the Johnny Isakson and "David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020" (the Act). In accordance with E.O. 14094, NCA informed stakeholders on quarterly conference calls with Veterans Cemetery Grants Program participants and semi-annually at meetings of the National Association of State Directors of Veterans Affairs that VA was drafting this proposed rule to implement these authorities. Following publication of the proposed rule, NCA executed strategic communication plans to inform Congress, Veteran Service Organizations, and intergovernmental entities of these new benefit programs to encourage submission of public comments.
