| Title: Timely Certification and Reporting for Veterans Attending Training Programs | |

Abstract:
The Department of Veterans Affairs (VA) is revising its regulations to establish specific timeframes for facilities to submit initial and monthly enrollment certifications for Veterans participating in Chapter 31 programs. These certifications must include information such as the Veteran’s rate of pursuit, dates of attendance, and the number of credit or training hours. Facilities will also be required to report any changes to this information within the designated timeframes. This regulatory amendment is intended to ensure the prompt and accurate processing of monthly subsistence allowance payments, thereby reducing the likelihood of financial hardship for Veterans due to delayed, underpaid, or overpaid benefits. |
