| Title: Revise Central Nonprofit Agencies' Requirements to Charge Fees & Subcontracting in the AbilityOne Program | |

Abstract:
The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), which administers the AbilityOne Program, are proposing to amend the requirements the central nonprofit agencies (CNAs) must meet before charging fees (Program Fee) to AbilityOne nonprofit agencies. The proposed amendment will require the CNAs to have a cooperative agreement consistent with the framework of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200). This requirement will help ensure the Committee’s effective stewardship of the Program by reducing administrative burden, and preventing the perception of waste, fraud, and abuse. The Committee is also proposing to amend how the Committee oversees and approves subcontracting in the AbilityOne Program as well as when and under which circumstances subcontracting may be appropriate. The amendment will create greater transparency in subcontracting and Committee oversight on Federal contracts. |
